Actually, Connacht didn't neccesarily rise in the East. His flavor text said:
Second Era tradition tells of a hero rising in the East, who loosened the bloodless grip of wicked things which had dominated his land from time beyond memory.
This is the tale of the first Great Hero, who defeated the first Leveler at the transition from First to Second Era (thus the story was recorded in Second Era tradition).
So, Connacht could have risen anywhere, though I wouldn't be surprised if he rose in the East. However, Alric rose in the West, so Great Heros don't always rise in the East.
