That is a good idea also, but neither idea can be proven correct, really. Ever heard the saying "The gods work in strange ways"? I'm not sure where it came from (must've been D&D or something) but it's true. Those gods could have put the codex there for any reason. Since gods are gods, that means that they are all powerful, have no sense of time, and create and destroy whatever they want. The gods could have seen something in the future that caused them to say "let's make a total codex!" or they could have done it as a prank on humanity, etc.
Any idea can be true. The gods are a strange bunch. They can see things that we could never imagine, and we can only wonder why they do what they do. I think the codex is a somewhat unsolved mystery. We do know that the gods created it, and must have some purpose with it, so that's about all we really can know. Maybe some day it's purpose will become clear, but until then, we will never truly know.
