I think the Mahir and soulless are two entirely differnt beings alltogether. The prosese of makeing soulless cant not be dependent on Tharsis, because from what I can tell the fallen had them in their arsenal before they ever reached the cloudspine. Also, GURPS said that soulless are created in a way similar to thrall and other undead.
Mahir on the other hand appear to be inspired by the shadows from the Black Company series. If this is the case one could theorise that at one time or another many many people where tortered to death in and around the volcano.

What if tharsis is a link to another world, like the great plain in Water Sleeps? Perhaps the Mahir stay around the volcano because they died as sacrifices in order to power a link to a different world. Anyone have information on exactly where Balor was when he brought the Fetch over?
