Now we can't that, can we? :) I'm not so sure the Leveler is supposed to have the power to keep everyone in line. Obviously, he doesn't keep everyone together, but I feel he sways them due to the condition of their "heart". If they have evil in them, he will sway them to join the dark's crusade just as when the Leveler is fighting on the light side, he will persuade those who are good to join up. I think he uses deception and persuasion more than any sorcery.
My opinion is whoever raises the Shade from death holds a bond to them, so I'm going to say the Shade feels a bond to the Watcher but his Avatar side is pulling towards the Deceiver. He himself may be unsure which direction he wants to go in, but with the "death" of the Watcher in Myth TFL, he is now able to go back to the Deceiver if he so choses.
