Not just supposedly--we went OOS a thousand times because of of it. Why not use a projectile that passes through targets, cannot be accelerated, is unaffected by wind, and has an "ignores collisions w. objects" object tag? And throw it really fast? You should be able to hit the targeted point every time. There'll be a bit of a delay, but it shouldn't be that bad. (You need a delay anyway, because the unit control and move marker map actions don't always activate right on cue.)
