Ok, here's my ideas for order admittance and maintainance.
For admittance, the candidate must first be recommended by someone already in the order. Then they must be reviewed and quizzed by other order members on Bungie.net at the next Asylum Night. They must regularly play Asylum Night games, and regularly post to the Asylum, for at least two weeks; on the third consecutive Asylum Night they have played, if a general consensus of members there think the candidate is worthy, then (s)he is admitted.
If a person disappears from either the Asylum or Asylum Night for two weeks without good cause (fex: RL work, vacation, dead computer, broken hands - note that death is NOT considered good cause! ;} ) then they will be removed from the order.
In the event of overcrowding of an AN game, non-Order members will be asked to leave. If there is enough room, a select few may be invited back in ONLY if the general consensus is to let them in.
