Or he just put a bunch of people out in front of Tharsis, killed their loved ones in front of them, and tortured them to death, and presto--dozens of new Mahir bound to a region he needs defended. They don't actually have to be persuaded to serve him, as long as his magic can keep them restrained while his own forces pass by; he just has to release them whenever Light troops near them.
