I bet Balor moved his army out of the city to crush any remaining pockets of resistence in the empire, so there would not have been many guards at the palace. The surviving guards could have disposed of them with ease. So unless Ceiscoran was a thrall when the Guards reached the city, they would have buried his remains.

I like the implication that some of the younger guards did not become Journymen, but keept their arms. Gives the possibliaty of "Knight errent" storys.
