It could only be saying that he was more powerful than anyone involved with the Great War, but it does seem to imply that. Weird.

Gene Seabolt didn't skip all the levels, just the really hard ones. The Watcher is one of the hardest levels in either game, so it's quite likely he skipped it. I'll include a question about this in my next erratta report. Apparently, he didn't realize how much of the story was carried out in game.
