If we accept the popular notion that the guy on page 11 of Tales is the Faceless Man, than this doesn't work out. Mazzarin died in the Wind Age, before the rise of Connacht. If he came back and allied himself with Connacht after that, and the Trow knew, chances are humans would know too.

Besides, why would the the greatest Avatara be the least of the Fallen Lords?

I think the Faceless Man is the guy shown at the top of Tales page 3. It is a figure wearing a horned helmet and with its face in shadow. The helmet does not look the the Watcher's or Balor's. It could be the Lurker, but it is rather masculine-looking.
