You *probably* shouldn't make any new collections, or even modify existing ones. It just takes up too much space, unless you can create a new collection with only 1 or 2 frames.
Map actions are fine, I think, since they can be very easily copied into new maps (and you're going to have to open the maps up anyway to insert the AN units). Just make sure you include a text file saying what the actions are supposed to refer to on the map--which actions list which units, and so forth.
The only other limits I'd suggest are relatively few new projectiles and no new lightning, to keep the game from exceeding its max and crashing. Note that you can still do new things with old projectiles--create a rising projectile that promotes into Fetch lightning, say, for a "thunderbolt from above" effect.
