True, although if anyone *did* venture there it would surely be the arrogant and fearless Myrmidons.
But there's a lot of space between Gower and the northern regions of Avernus and the Blind Steppes--as much room as is to the south. And GURPS suggests that the Myrms were "Northern tribesmen" at that time, so I'd think that they probably lived north of Gower; as they moved south with Balor's armies the Berserks would become their "Northern kin" by virtue of the changing geographical relationship.
