That specific reason wasn't given, but I bet that's it. I thought of the same thing with Fetch and Dwarves. Dwarves have all kinds of social and technological advantages over Fetch, but they screwed with things to make them come out the same. Namely giving the Fetch all kinds of extra advantages.
