GURPS says Moagim was killed at the same time as the Dark achieved total victory, which is pretty much when Balor was killed. It also says that none of the Dark champions who sought to rule lived to achieve their goal. Killing the Leveller is the last gasp of the Light before the Dark Age sets in.
This makes sense to me...throughout each pre-Dark Age Great War the Light's military power is steadily waning, so if the Leveller's going to be killed, it's going to be fairly early on, when the good guys still have an army or two. It's not like a small team of survivors could have stormed Moagim's fortress, dragged him out, and tied him to wild horses without the Dark's massive, victorious army interfering.
