Thanks for the suggestions. I've kept the sword attack that Alric had as an avatara, way back in M:TFL, though I'm thinking about slowing it down a little... Cu Roi supposedly wasn't as hot as Alric in the avatara game, after all (and certainly no match for Rabican in the sword business).
I considered a whole bunch of different weather-based attacks. My favorite, though it proved unworkable (if anyone has any ideas, let me know!) was an ice attack where he would make it snow for ten seconds and every enemy on the map would take a little freezing damage. There was no way to localize the effect and still make it look good, since it had to activate the particle system in Loathing. I could use the "blowing snow" local projectile group but it looks kind of funny flying toward the target.
The power I finally created for him, which looks and works great, is a kind of semi-guided cyclone attack, using the mahir hold field local projectile and tweaking it so it shows transparent puffs of dust instead of shadow fire and drops exploding dust clouds on enemies' heads, doing an enormous amount of kinetic damage. The only problem right now is that it's unbelievably erratic. For some reason it always pulls to the right and explodes harmlessly about three WU away from the intended victim. Oh, well, nobody said Fear was easy. I can fix this. I believe in my ability to fix this. Anybody got a suggestion on how? (to get it to work I used the shiver whisper dream object, minus the initiator so it doesn't send cyclones all over the map--this may be part of the problem). The temporary workaround was to give it an area of effect but this seems to do a great job of blowing up Trow halfway across the map and sending their parts all the way to Covenant.
I'm thinking about adding another magic attack, probably a defensive one like Shiver's gas attack but using blowing snow instead of a blue cloud.
