GURPS doesn't say that Balor wasn't the leveller. Only that some people in the Myth World think so, but hardly anyone agrees.

Balor/Connacht never fought Moagim. Moagim died a thousand years before Connacht was born. "Moagim reborn" is what some sources call the leveller that Connacht did fight.

That's what most of us thought, but it turns out each new era has a new hero and a new leveller.
