Your mistake is to make a distinction between the reliability of GURPS and the reliability of Bungie. They are exactly the same in that way. Anyway, GURPS doesn't set it in slate that Balor isn't the Leveller, it merely says that he might not be.

Moagim never fought Balor, what are you talking about? Moagim Reborn is a name given to the Leveller that Connacht killed during the Wind Age. Knowone knows his true name but some call him Moagim Reborn. That's a fact.
