Yes, it could be interpreted that way, but even if Seven Gates was flooded by Tharsis erupting, I doubt that the Deceiver's body could have been washed all the way north to the Dramus River and the Stair of Grief.

So there exists some gray area between the actual defeat of the Deceiver by the Watcher at Seven Gates and his eventual arrival at the bottom of the Dramus River to the north. Perhaps he wandered there in a half-dead state, or managed to use his "odd angles" to travel north before finally losing his strength and power. Who can really know for sure since there are no facts to support the ideas either way.
