I think he's talking about what is said on "The Wall". A Warlock tells the narrator, "He goes to warn the emperor, moving through odd angles, faster than any man - and if unobserved, much faster than that." So he has to be unobserved, disappear from sight, in order to teleport. (Though he doesn't really - he can just move faster that way).
