Here's what I think. The Watcher and the Deceiver clashed in Seven Gates in the winter of the 17 year of the War in the West, and the Deceiver was bested. He disappeared, probably running of through "odd angles" to grab a new army and recover from his wounds. In the next spring, about the time of the Tain incident, he reappeared and crossed the Cloudspine at the Stair of Grief. Later that summer, after Balor's fall, he was beaten back to the Stair, and plunged into the Dramus.
