You don't really need to defend this in order to preserve your basic theory, do you? As the only non-mage, and therefore the only one without a personal power source, Damas would have been much more severely weakened than the other Fallen Lords when Balor was killed. It's still quite possible that the rest of the Lords experienced little or no decrease in power.
