But, the water level wouldn't increase and the river would not still rage with melted snow and ice. The river would eventually recede tom its original level. If Tharsis did remain active (if by that we mean that the surface of the volcano was just hot) then no snow would fall in this region and accumulate and therefore there would be no raging river because the water level would remain "normal" without the tons and tons of extra water pouring down off the mountains.
so the description in the journal would have to occur sometime after the eruption or at the latest a few months afterwards. 7-10+ months seems like a long time, especially if the Deceiver was killed after the end of Balor.
