Sorry, what's a GM? Is that the GURPS equivalent of the Dungeon Master? If so, yes, I suppose you could interpret what hasn't been laid out by Bungie yet...but for the computer game's purpose, there is only one truth. And, given that, I don't see any evidence that Shiver isn't a later incarnation of Ravannah...certainly none that overcomes Bungie's clear implication that they are the same, by their use of the name "Shiver" as Ravannah's subtitle.
