Actually, "Soulblighter" is the subtitle for "Damas." So Bungie intended Ravanna's name/title to mean that she was once Ravanna, but has now (since the Great War), taken Shiver's title.
The Light heard The Deceiver call Shiver "Ravanna". Alric suspects a connection between the two but doesn't know what it is; if the GM wants, they can make the connection that one is the reincarnation of the other. Simple.
