Of course it's falsifiable. Had Shiver appeared in-game in *Myth TFL* with the name Ravanna, or had GURPS said that Shiver and Ravanna are the same person, (not "might be," not "perhaps," but "are"), this theory would be disproved. The reason there aren't any facts which invalidate the theory is not that it's non-falsifiable, but that it's true. :)
