There's a huge conflict in story, most of text implies the Deceiver was too weakened to lead his army aftert the attack. Perhaps the remnants of his army crossed the Cloudspine but the Deceiver was not present.
Plus, the Stair of Gried journal entry from Myth two says that the muddy Dramus was full of melted ice and snow from the volcano. This implies to me that the Deceiver plunged into the river early in the year and was lost because his sceptar sunk to the bottom. Would the Dramus still have melted snow and ice in it and would it still be raging over 7 months after the eruption? I don't know about that.
Possibly, a large force moved over the Cloudspine and it was assumed that it was the Deceiver's force because it wasn't clear if the Deceiver had perished or not.

A sure possibility. But, still, I'm not sure if in this theory that the river would still be raging with melted snow and ice 10 months after the eruption (assuming they find the Deceiver in early August, if not later).
