Well, the simple fact that we were never told :that they were the same person; the uniform belief among :the Light that Ravanna and Shiver were different people :(they were always counted as two of the total six lesser :Fallen Lords); their completely different powers and :personalities; their differing relationships with the other :Fallen Lords; and the fact that if they were the same :person, that would mean there was an entirely new Fallen :Lord that no one ever saw before.
Since when does all the Light say they are different? How do you know they count as two different Fallen Lords? As far as I can tell, there are two unaccounted for: Balor is NOT one (the Myth manual refers to the Fallen Lords as six wizards suborned by Balor), leaving Shiver, Soulblighter, The Watcher, and the Deceiver. Two remained unnamed, so don't think too much of it.
As for the rest, I'm still not sure what you're talking about. Please spell it out.

You miss a big tipoff that they are the same person. As the ship departs in "The Gates of Madrigal" (I hope I got that title right), the camera turns as we watch a floating female surrounded by an army of soulless. Checking out her flavor text reveals her name to be Ravannah.
In the pre-game text of the next mission, "Landing at White Falls," the narrator makes mention of this floating hag. Alric, clearly referring to her, calls her Shiver, saying it is unlikely that she will be tricked the same way twice.
Also, it just seems unlikely that Bungie would confuse us so much--Ravannah's subtitle is Shiver. What else were they trying to imply? Couldn't they have picked a less confusing name or subtitle?
