The good people at Bungie have been known to make mistakes in the story (example: the sacking of Muirthemne is given different times in Myth and the Myth Manual).
It's pretty clear what we see happen to the Deceiver in "Shiver." I haven't read Gurps, but is it possible that whoever was writing the entry on the Deceiver was under the mistaken assumption that the time period was near the end of the war with SB, rather than after Shiver's death? Clearly, the omission of the Deceiver's battle with Shiver, and what happened to him, is a mistake in and of itself.
