Evidence. Well, the simple fact that we were never told that they were the same person; the uniform belief among the Light that Ravanna and Shiver were different people (they were always counted as two of the total six lesser Fallen Lords); their completely different powers and personalities; their differing relationships with the other Fallen Lords; and the fact that if they were the same person, that would mean there was an entirely new Fallen Lord that no one ever saw before.
No one (in the Myth world) even suspected that they might be the same person until a couple of Heron guards happened to overhear Myrdred's conversation with Ravanna. All Alric has personally inferred from this conversation is that there might be "some sort of strange relationship between Shiver and the Voiceless One." I think the theory of Shiver's and Ravanna's identity is put there as an option for GMs to use, just like the bit about the Head possibly being Wyrd's son Segoth.
