The D isn't aware of every little force of his and what it is doing. The Legion is going in and grabbing the Watcher's arm, of course the D's troops in the region will fight back, that's a given. They have orders to get the arm and stop all who try to steal it away. The D really wants the arm. When the Legion finds it and escapes, the D still wants the arm, that is for sure, so he sends troops after it. He's not going to let them escape with it or let a group of Legion soldiers march right past him. He has to attack them, if not for desire but to look like he's completing his job. Trouble is, the Watcher attacks the Deceiver by surprise and destroys his forces. At this point, the D may have told somebody how to kill the Watcher, or it could have taken place back at the camp. Either way, more than one person knows how to slay the W, and this is good for the D because at this point he is not powerful enough to confront him for a second time, especially in his state.
