GURPS says that the characterization of the Fallen Lords as "seeking not to conquer, but to destroy" is an oversimplification. Certainly many of the Lords, like Soulblighter, sought total destuction, but others, like Balor, sought to rule. Moagim also seemed to intend a dictatorial rule; perhaps the Levellers are generally would-be conquerors and the lesser Lords are more gung-ho.
