It's the last level of a game, a hard game at that, for gameplay reasons it has to be difficult to throw the head in the devoid. You say "But if you lose..." but that's not how the story goes. The dwarf DID throw the head in there, so that's how we should look at it.
Again, its a game, there's always a "lose" in the game, but the purpose was the win and continue the story down the correct path.
