Well, it was mentioned a few times that the Nine's original belief that Balor held the power of the Fallen was incorrect.

The Deceiver was weakened because of his battle with the Watcher, not any broken connection with Balor.

From GURPS :

"...but this (keeping an eye on the Watcher) proved his temporary undoing when the Deceiver overreached himself in confronting the Watcher's army with his own. The Deciever nearly died in fleeing that fight -- perhaps *did* die...".

"Although The Deceiver fought alongside Balor during the last war, he held no great love for the rest of The Fallen, nearly being killed by The Watcher in a legendary battle at Seven Gates"

Also, the Deceiver has not spent the last 60 years recovering...

"He explained how The Deceiver has been frozen in a half-death beneath the river, clinging to life through sorcery alone, with no power left to free himself."

Shiver was killed by Rabican, the Watcher was slain by 'zerks, and Soulblighter did not show any loss of power. I don't think he had any true power at the time of the Great War in the first place (in terms of archmage-quality magic, but he was extremely skilled in martial arts and had the shape-shift skill down), he learned all of what he accumulated by Myth 2 over the 60 year period.

Going with my theory, Soulblighter didn't try to save Balor at the Devoid, he let the dwarf throw the head in. It's a little too convienant that he barely misses the dwarf before the head is lost to eternity. It's obvious no one was bonded to Balor, for they would not have fought this second war if that was the case.
