Maybe...but, let's face it, speculation about The Deceiver's power is nothing more than specualtion. Yes, the sceptre provides much of his power, perhaps almost all, but the Deceiver surely has some innate ability. And, yes, he had to expend much energy on keeping himself alive, but I don't know where you get this idea of his "using every last bit of it." Even comatose patients can heal wounds they suffer. 60 years in hibernation might have allowed the Deceiver to "sleep off" the effects of Balor's death.
