But they didn't know what she did. The Voiceless One's actions and motives were a mystery. And the Ghols know her as Culwyeh, not Ravanna. I doubt the Light would even have figured out that she existed unless they'd caught a glimpse of her.

Since the Whisper Dream was Shiver's signature attack, I doubt she had to manifest any other personalities to use it.

It says there *could be* another Fallen Lord, in the same section where it says Shiver and Ravanna *could be* the same person. Obviously, the former is contingent upon the latter.
