Your assuming they would want to and that they knew where it was. You could also argue that the Trow did destroy it, which is why the Watcher couldn't find it.

You're talking about three different things. Balor and the Deceiver used extra lives spells, so that when they were killed, they could come right back. There's also re-incarnation, where the person dies and comes back by being born. They have a different body, none of there previous memories, and nothing in common with their previous life except their soul and low-level racial memory type stuff. Shiver's spirit was made corporeal using Tramist's mirror.

GURPS implies that most of the dreams haven't been found at all. I'd assume that people don't normally tell other when they find a runestone because they want to keep the power to themselves, not because there's some kind of contest.
