I never said Rabican was more powerful than Siver, I said she pales in comparison to the likes of the Watcher and other Fallen. The Watcher is known as the "2nd or 3rd most powerful sorcerer in living memory". His ability to raise an infinite number of dead makes him extremely powerful by itself.
And, did you ever think having a weakness makes you less powerful?
Also, I wouldn't call having your own bones used against you a weakness, which seems to be the Watcher's only crutch. That and his hatred for the Deceiver.
Vanity is a huge weakness and having such a weakness that allows your defeat to come so easily is not a sign of being all-powerful.
