That part says that, by all records, he appeared right on time, while the comet was late. Then it goes on to say that all of that could be proof that the gods don't engage in clockwork timing, or it could be a malfunction of human record-keeping. I think the gods probably do keep perfect timing, and it's the human calendar that's screwed up. However, I trust celestial events to run on schedule more than I do humans, so I'm betting that it's the timing of Balor that was off, not the timing of the Comet.
