I'm pretty sure he's at least the second most powerful sorcerer, perhaps surpassed only by Alric. But a sorcerer's power isn't determined simply by the number of Dreams he has. The Binding (compulsion) Dream, for instance, is a lot less useful than the Dispersal Dream in most combat situations (although it may be more useful in the long run). And from the fact that the Confinement Dream is used so infrequently (only once, in fact, as far as we know), we can infer that it must be very energy-costly and difficult to cast. So the Deceiver might have two not-very-useful Dreams that don't make him that much more powerful than other sorcerers with one very useful Dream.
