Well, it doesn't explicitly say that. It says the only race with a variety of religions is humanity. At the end of that paragraph it makes note of the spider-cult. Though that is an implicit statement, yeah.
Well that goes and ruins all our theories about Dwarves, the Spiders, and the Tain. We know the Dwarves built the Mausoleum of Clovis, that the Spiders are mentioned in Dwarven legend, that the Dwarves are the only ones who can work the inside of the Tain (even in M2, where any unit can pick up magic crystals in levels like Murder of Crows). Everything points to the Dwarves having been the Smiths, and being in the Spider-cults. Maybe the Smiths consisted of both humans and Dwarves?
