It's the Voiceless One, actually. If Shiver is not the Voiceless One, there are too many Fallen Lords. The Myth: TFL manual says there are six (not including Balor). GURPS lists Soulblighter, the Deceiver, Shiver, the Watcher, the Lurker and the Voiceless one and says there is one more. If Shiver is not the Voiceless One, that makes seven.
