Culwyeh was Shiver's name in her current incarnation as far as I can tell. Maybe when Ravanna died, she became a Mahir for some reason. She was re-incarnated anyway as Culwyeh, aka Shiver. Balor re-united them somehow (likely using Trabist's Mirror).
An alternate explanation is that Shiver, being a powerful sorceress was able to bring back her past life as a ghost. In Myth world, this means Mahir.

: Culwyah using Tramist's (Trabist's) Mirror. The spirit
: of Culwyah is still wandering around, unknown to
: everyone else. This reincarnation of Culwyah is called
: Shiver. The spirit, which is eventually captured by
: Balor, is named Ravanna so that Shiver will never try
: to reunite herself with her spirit. The spirit can't
: talk (and can't tell Culwyah about her true self), but
: is pist at Balor and decides she won't do what Balor
: wants, and goes off at night (when she cannot be seen)
: and kills a few thousand soldiers (or ghols, or
: whoever is pissing her off at the moment).
This doesn't make sense. How would naming it Ravanna do anything? Besides, GURPS Myth makes it sound like her name was always Ravanna.
