Ok, I STILL haven't gotten my copy of GURPS (damn UPS, or postal service, or money order, or SJ Games, or whoever's fault it is! augh!!snap!!snap!!photoshop!!), but from the info posted here, I've postulated a theory or two...
First, the facts: In ancient times there were the old Dark Gods. Then came Nyx and Wyrd, who were/are enemies, and the war between them created the world as we know it. Nyx had Wyrd's son beheaded as revenge for her defeat. Right?
Now, where does the Leveller fit into all of this? Here's what I think. Since Wyrd won the war, Nyx created a transient divinity, a son of sorts - The Leveller. Every thousand years this Leveller would inhabit a powerfull mortal and attack the world, though it only wins half the time. But the first thing it did was behead Wyrd's own son. Now that son is drifting around the world as a severed head, popping up every now and then to avenge himself on his mortal enemy - The Leveller.
So, The Head really did lose his body at the hands of Balor - seeing as Balor is The Leveller. (Like Alric said "Balor has been killed before", talking about the Leveller). And he may have been one of the avatara of Connacht, as he's out to defeat the Leveller. And that's probably why Balor buried him under tons of sand and rock, to prevent his helping the Light.
The only oddity in here is why the Head seems to have done things that hurt the Light as well - perhaps trying to break the cycle and defeat the Leveller once and for all. Or maybe he didn't intentionally hurt the Light, but simply put them in dangerous situations without regard for their safety, in his merciless persuit of the Leveller. Then, when the Nine turned against him, he used his godly powers to turn a bunch of people to his side, to help defend him.
