No! He also says "muahahahahahaha!" when he turns into crows. And "caw, caw!" if you count the crows voices as his.
But then, The Watcher is also a main character. What does he every say? NOTHING! And Shiver? Ditto. Only Alric and Balor really have many lines - though by far my favorite conversation is the one with Sinis in the Barrier.
"Ah, Sinis! I though you died when Mazzarin collapsed the Shrine of Nyx upon you!"
"Indeed Alric, then I'll wager that you thought you'd seen the last of me."
"I HAVE seen the last of you!"
