Random websites are not valid sources for canon information, and the only thing vaguely close to canon which called Moagim the Faceless anything is Myth 3, which only calls him the Faceless Terror, not The Faceless Man. Sourcing aside, it's extremely improbably that Balor, who still hated the Myrkridia even after becoming the Leveller, would have resurrected his old enemy Moagim and made him a Fallen Lord in his service.
