I'd say Zerks are probably in the legion to the West of the Cloudspine and Dwarves are in it to the East mainly. Who no maybe a few Trow even decided to join the Legion or help in major cities as a show of good faith. Their homeland is in ruins, although they could rebuild over a thousand years. They might deside that they can get benefits out of an alliance with humans. They might have one or two trow in every major city, Tyr, Madrigal, Covenant, Muirthemne, etc.
They might also have a Trow or two with every legion.
