When there's a big arrow on the map that says 'The Deceiver' in it, or 'Shiver' or whatever, I assume that there are probably like six or so shades leading every major troop movement in the army, with the fallen lords themselves doing very little specific work, probably just relaying balors orders to the shades, and acting as an Avatara Deterant.
I dont think theres any real limit of how far away a shade can be from his patron. If there is it's probably 100s of miles.
of course this opens up the possibilities that Phelot could have been the deceivers... But I'm quite certain that Phelot has always been loyal to Shiver until Deceiver wounded him with his magic during the assault on Soulblighter's camp...
Since Phelot was at Soulblighter's camp, perhaps the Shades can be shared among fallen lords, so He was soulblighter's for a bit and then when shiver needed him they switched him over.
