Come on Milk Man, be serious here. All the pictures were created off a base sketch which is two-dimensional. So any later drawings would just copy the base drawing of the Watcher. The model of the Watcher ingame is a destroyable model. As modellers know, to make a destroyable model requires an animated model. In order to create an animated model requires four (!) seperate models, one from each angle. So to create the stationary Watcher model took a total of eight models (two sets of four angles).
I'm almost positive that the mistake was made solely in the creation of the model and not in any of the sketches. So if you can find any sketch drawn by bungie that shows his opposite arm missing, then use that as your evidence. But to use a complex model such as the Watcher's ingame model is very weak, especially considering all the other things that they were probably more concerned with at that time.
