: opinion that the peoples who have token forces are the
: Berzerks and Dwarves, but I'm not so sure. Why else

All indications are that the fir'Bolg aren't going to be working with the civilized nations any time in the future, so I'd doubt that they would be in the Legion. Zerks are probably in the Legion, but I'd bet they're mainly restricted to the Northlands; they'd want to serve primarily to make sure they were influencing the dominant nearby military presence. However, there might be some exceptional zerks in farther regions, looking to hone their skills and make a name for themselves. Dwarves are most likely absent from the West, having restored their kingdom; the few who have remained would be at the lower end of the Dwarven technological spectrum, since most of the R & D goes on in the Dwarven universities. If forces were supplied from the Cath Bruig, they'd probably contain a higher percentage of Dwarves; in general, as a cosmopolitan empire, the Cath Bruig should have more of every kind of exotic unit.
