The West didn't really have a large-scale army. From the point of view of the Province, the Cath Bruig was so huge and powerful that they'd either win without help from the Province, or they'd lose and the Province couldn't change that.

We don't know that ordinary men anywhere believed it. Some Avatara and some Heron Guards happen to have found out, thanks to their long lives and magical means of gathering information (actually, it's possible that *no one* other than the Fallen Lords and the Trow knew about it, until Alric informed the Journeymen), but we have no evidence that the commoners of the Cath Bruig knew. In fact, it's more likely that they didn't know; otherwise they would have cut off Connacht's head or something when the time came for him to turn bad, or at least prepared for a Dark attack.

It's important to distinguish between worshipping the gods and knowing exactly what they're up to. You can worship Wyrd and/or Nyx without knowing that there's another god, the Leveller and that he's crushing civilization every thousand years.
